Supplementary Regulations 2008

 

1. The WHILTON MILL KART CLUB (WMKC) will organise a Clubman permit kart race meeting at the Whilton Mill Circuit, as per these regulations and the regulations of the event, on dates to be specified. Under the MSA Clubmans Permit No. *******.

2. Held under the General Regulations of the Royal Automobile Club Motor Sports Association Ltd (incorporating the provisions of the International Sporting Code of the FIA) and the Supplementary Regulations.

3. The event is open to all members of the WMKC and ABkC clubs, Buckmore Park, Bayford Meadow, Camberley, Dunkeswell, Forest Edge, Hoddesdon, Hunts, Kent, Lincs, Manchester & Buxton, Rissington, Shenington, South Yorkshire and Trent Valley, who hold an MSA licence & ABkC club membership card.

4. All Clubman events are part of the WMKC club championship, (Permit No.CHK 2008/058 D)

5. The programme times are as follows: Signing on and scrutineering 8-00am to 9-00am, Drivers Briefing 9-00am, Practice 9-20am, First race 10-00am, (all these times are approximate) Racing must be completed by 6-00pm. Should a driver fail to sign on by 9-00am an official reserve will be included in his/her place.

6. The event will consist for each class of three heats of 6/10 laps and a final of 10/16 laps (at the discretion of the Clerk of Course) except when notified in the Regulations of the Event. Lap scoring will be by means of transponders (K50)

7. The track measures 1120 metres and the number of corners are 12, the surface is tarmac and the track licence number is tba. Races will be organised for ABkC 2 stroke kart classes under the regulations that will be found in the 2008 MSA Kart Race Yearbook.

8. Entries may be limited to one grid per class at discretion of the organisers. The maximum entry is 280 drivers; the minimum number of starters for each race is 10. The organisers reserve the right to cancel or amalgamate classes.

9. WMKC Championship Regulations will apply to all competitors except when indicated in any further SR.

10. All drivers will take part in one practice session of three laps, at the discretion of the Clerk of Course. On this circuit the start line also acts as the pushers Safety Line.

11. Four number plates are required, one each at front, rear and either side.

12. Vehicles in the pits must not park in the pit spaces indicated by a number, which are reserved for specific members. Other than direct drive karts engines may be started in the pits but not run at any revs other then tickover - failure to follow these instructions will result in exclusion from the meeting.

13. Judges of fact will be - the chief lap scorer (judging laps completed), the Start/Finish Line Official (judging jump-starts and finishing order), the Chief Scrutineer (on technical matters) and the noise official (judging kart sound levels). Drive by sound level tests will be carried out at the point designated on the track diagram by overhead microphone at a height of 3.6 metres plus or minus 0.1 metres. Any kart-exceeding the class limit will receive the black flag signal and must return to the pits immediately and report to the Clerk of the Course. 100cc style karts must use an approved commercially produced unmodified additional silencer end-cap on the exit of the standard exhaust system.

14. All karts must be fitted with a TranX l6O transponder provided by the entrant prior to scrutineering. This must be fitted in accordance with MSA Kart Race Yearbook Appendix 4 Section F. It is the responsibility of the driver to ensure that the transponder is working correctly.

15. Two engines and one chassis may be scrutineered for use during the meeting. Prior to the first race commencing a driver may substitute an engine and or chassis after obtaining the permission of the Clerk of Course. Should a chassis become damaged beyond repair at the discretion of the Clerk of Course a second chassis may be permitted.

16. Trained Junior Incident Marshals may be allowed on the circuit at the discretion of the Clerk of Course, they must be signed on and wearing a tabard. They must obey directions from the Clerk of Course and they must always stand in a designated area. Some classes are constrained in relation to restarting karts. Cadet and Junior TKM classes are not permitted to restart should their engine fail.

17. Prizes will be awarded as goods or trophy for each four entries per class.

18. A driver leaving the circuit and missing out more than a few metres of the circuit will be penalised by 15 seconds when slick tyres are in use or by 1 lap when wet tyres are in use.

19. Entries open on publication of the WMKC calendar. Entries close ONE WEEK PRIOR to the meeting however the Comp Sec reserves the right to add drivers if grids are not full. Entries should be sent to Rita Chapman, 23 Foxglove Close, Castle Meadow, Buckingham MK18 1FU The entry fee is £40 members £45 non members. An administration fee of £10 will be charged for a cheque returned by the bank for any reason. Entries will be selected by date of receipt, but entries may be refused if the class desired is full (see 8.). An entry fee will be returned on receipt of a written request before the closing date.

20. Should a meeting he cancelled after signing on but before practice has started, the entry fee for this meeting will carry forward to the next meeting. Should a driver cancel his/her entry after the closing date an administration fee of £10 will be deducted.

21. The stewards of the meeting will be P. Cartwright and H. Barker. The Clerks of Course will be from Steve Chapman, Peter Cox, Roger Allen and Keith Smith. The Competition Secretary will be Rita Chapman and the Chief Scrutineer will be Dick Newton Eligibility Scrutineer tba.

22. Provisional results will be displayed on the notice board in race control as soon as possible after the completion of a race

23. Protests and appeals must be made in accordance with MSA Year Book Section . Rule [C]d)] 48 to 50 apply with the appropriate fee Appendix 3.

24. If any DRIVER is suspected of having illegal fuel/equipment the race results will be declared provisional. Following an approved MSA test where the fuel/equipment is found to be illegal the DRIVER will be excluded from the results and the test fees are payable by the driver. A driver excluded by this means for the contravention of K131 will be banned from all ABkC events for a period of one year, Kart Race Yearbook B19.

25. Tyres - Only ONE set of slick tyres will be allowed once practice commences. Tyre tests may be made at any time during the meeting, karts that carry tyres that differ from other competitors when tested will be required to leave the grid and to change to used tyres that do conform.(A) 60g. The regulation (A) 60k may be brought into play.

26. Should the weather be changeable karts must be ready to race and in position by the time the "Last Lap" board is displayed from the previous race.

27. The area outside the confines of the circuit fencing is out of bounds, that includes the farm buildings, the corporate track, and areas beyond the lower gate and the Mill stream. You are reminded that the conduct of all your group will fall back on your driver should problems occur.

28. Persons who do not hold a full car driving licence are not permitted to drive a road vehicle anywhere within the circuit confines. Motorised vehicles are not allowed on the circuit when racing or testing is complete. Bicycles must not be used in the pits when testing or racing is taking place.

29. Parents/guardians who do not desire the photographer to photograph their children should make their wishes known to the photographer
